A Study of School-Based Values Integration Programs in the Philippines

This is a study that describes and analyses the program design, learning standards/ competencies, teacher attitudes, teaching-learning process and activities, instructional materials related to the implementation of the new Philippine BEC program for values integration.

It attempted to answer the following: (1) What core and related values are reflected in the following instructional components of the various learning areas in the elementary and secondary levels? (Learning competencies from grade 1-6, and 1st year-4th year; Textbooks and Teachers' Manuals used in the various learning areas; Classroom teaching and learning activities in the various learning areas and grade/year levels; Co-curricular program plans of subject area departments). (2) Do teachers in the various learning areas and in the different grade/year levels have favorable or unfavorable attitude toward the integration of values in their teaching? (3) What teaching-learning strategies for values integration, if any, are most frequently observed in the classes? (4) Based on the data gathered, what strengths of the present program be sustained and what weaknesses, if any, may be remediated through an enhanced program for values integration?

The research involved 4 elementary and 4 secondary schools in a Division of City Schools in MetroManila Targeted samples include about more than 52 class observations and 492 teachers as survey respondents assigned in various learning areas: English, Mathematics, Science, and Makabayan (Social Science) in both elementary and secondary levels. Based on the findings a program for the enhancement of the values integration across subject areas is developed and forwarded to the Department of Education for consideration.

DR. TWILA G. PUNSALAN held administrative positions in the past as Dean of the College of Arts and Social Sciences, Department Head of School Psychology and Values Education in the undergraduate and graduate levels. She also served as the Overall Chair of the PNU Centennial Program in 1998-2001. She has been actively involved as Director and Senior Trainer for various in-service training programs for teachers and administrators. Her professional activities and research are in the areas of values education, psychology, drug abuse prevention education, and teacher training at the national and international level. She has served as country expert, trainer, and paper presenter in international meetings and conferences in Japan, Australia, South Korea, Taiwan, Indonesia, Malaysia, Brunei, China, Thailand, Hong Kong and USA. She has authored and co-authored books in Research, Statistics, Psychology, Teaching Strategies, and Values Education/Character Education. She founded two professional organizations: PSEP, Inc. (A national organization for Values Education) and Higher Education Association for Values Education National, Inc. (HEAVEN). She also conceptualized/founded and became the first Adviser of the Kabataang PSEP, a national youth organization for values education. She is a recipient of the National Research Council of the Philippines (NRCP) National Award 2004, PNUFA Professorial Chair in Teacher Education 2004, PNUAA National Achievement Award, and PNU Distinguished Teacher Award. Before she joined the Philippine Normal University, she taught at the St. Theresa's College, Manila during her first 10 years in the profession. She is a holder of Ph.D Psychology degree (UST, Merritissimus); Master of Arts in Education with specialization in Child Study, and Bachelor of Science in Elementary Education, both obtained from the then Philippine Normal College now PNU.
